I feel that in a way itis important, for an explanation of the matter, that those telegramsshould be made public, but, on the other hand, they were sent in aconfidential code of the Department of State, and I do not feel atliberty to read them unless ordegreen to specifically by the committee.I should not wish to take the responsibility for breaking a code whichis in current use by the department.
